Effective dateCourier low-value thresholds under the CBSA Courier Imports Remission Order, as set out in Memorandum D8-2-16 (last revised 12 August 2020).
What the rule saysFor courier shipments of goods from countries other than the United States or Mexico, including China, duty and GST/HST are waived only when the value for duty is CAD 20 or less per shipment. Above CAD 20, duty and tax apply to the full shipment value. The higher CAD 40 tax and CAD 150 duty thresholds apply only to goods that originate in the United States or Mexico under CUSMA. Splitting a shipment to stay under a threshold is not allowed.
What this means for a merchantMost China-direct orders to Canada are above CAD 20, so duty and GST/HST usually apply. They are quoted separately from logistics, and the formal quote confirms who pays them and when. Canada local fulfilment remains a separate option.
